The Black Cats believe the 30-year-old could be available following Slaven Bilic’s arrival at Upton Park.
Downing featured 36 times for the Hammers last season but, with two years to run on an £80,000-per-week contract, it is thought they would be willing to listen to offers – and Sunderland are set to make their move.

They will be hoping that a fee of around £5million will be enough to bring the England man back to the North-East.
Downing started his career at hometown club Middlesbrough, but also enjoyed a short loan spell at the Stadium of Light in 2003.
Two years later he won the first of his 35 England caps, with the last of those coming during the 3-1 win in Scotland in November, when he disappointed and was substituted after 45 minutes.
Downing, however, continued to impress at club level and Sunderland boss Dick Advocaat wants to add proven Premier League quality to his squad, as well as younger players from the continent such as PSV midfielder Georginio Wijnaldum, who is rated at £15m.
